Why “Design Complete” Doesn’t Always Mean Construction Ready

It’s a phrase we hear all the time: “The design is 100% complete.” Great news… right?

Well, not always.

In our experience, there’s often a big difference between a project that looks complete on paper and one that’s genuinely ready for construction. And that gap is where time, money and momentum can quietly disappear.

A Great Design Is Only Part of the Story

Design teams are responsible for balancing planning requirements, engineering standards and client objectives. Contractors, however, must solve an entirely different set of challenges before construction can begin.

They’re thinking about staging, site access, authority approvals, procurement lead times, temporary works, plant availability, logistics and countless practical constraints that determine whether a project can actually be delivered efficiently.

When those practical considerations aren’t brought into the conversation early, projects often end up with redesign, RFIs, variations and avoidable delays.

The reality is that many of the most expensive construction issues don’t begin on site, they begin months earlier during design and project planning.

Some Common Warning Signs

If you’re preparing a project for tender, here are some indicators that it’s not construction ready:

  • Unresolved authority approvals – Key approvals, permits or authority conditions haven’t been obtained or incorporated into the design, halting progression.
  • Insufficient site investigations – important information such as geotechnical conditions, ecological factors, contamination, utilities, groundwater or survey data is incomplete, increasing the change of latent conditions and variations down the track
  • Conflicting information between consultant disciplines – drawings between civil, structural, services, landscape and architectural disciplines does not align, resulting in RFIs and redesign during construction
  • Specifications that don’t reflect practical delivery methods – drawings, specifications and schedules contain inconsistencies, missing information or conflicting details which creates uncertainty during procurement and delivery
  • Programmes built around ideal conditions rather than real-world constraints – construction programmes that don’t reflect procurement lead times, authority hold points, weather risks or logical sequencing
  • Temporary works requirements are ignored – the permanent design doesn’t account for temporary shoring, dewatering, traffic stating, diversions or access required to safely build the works
  • No contractor input during design – the project has been developed in isolation from construction experience, meaning opportunities to reduce cost, improve buildability and minimise risks have been missed

Individually, these issues might seem manageable.

Collectively, they can have a significant impact on programme, cost and contractor confidence before construction has even begun.

The Biggest Wins Happen Before Site Mobilisation

One of the simplest questions we encourage clients to ask before tender is:

“If construction started tomorrow, what would worry the contractor?”

That single question often uncovers risks that traditional design reviews miss.

Addressing these challenges early is almost always faster, cheaper and far less disruptive than solving them once work is underway.
